He was the president of North Vietnam. He wanted Vietnam to be independent and wanted support from the U.S. An issue with this was that he had a communist ideology.

A

An American surveillance ship that was spying on the Vietnamese was fired at. A couple of days later another surveillance ship believed they were under attack. It was later found out that there was no one firing at them.
