2FTS FO 7-16 TAF3 Fuel Requirements

Are 2FTS aircrew to hold required holding fuel for a reduction in vis or a PROB period in first 3 hours of TAF3?

Yes, this is different to FIHA which states that if in first 3 hours it can be ignored.

Can aircrew and DS still exercise the clause in FIHA which states that if operating within the loacl training area, holding fuel requirements for INTER and TEMPO can be waived?
