Examples of Unlawful targets
- Noncombatants
- Civilian facilities not used for war effort
- Protected institutions (churches, museums, etc.)
| This about direct attacks; cannot intentionally go after these people
What is a Noncombatant?
Cannot attack non-combatants
Protected military personnel:
- Medical
- Clergy
Persons who are out of the fight
Lawful Targets - People
Military personnel lawfully engaging in hostilities in an armed conflict on behalf of a party to a conflict
Are lawful targets until they become hors de combat (out of the fight)
Status is based on actions and intent
Unlawful Combatant or “Unprivileged Belligerent”
Are still lawful targets
- Terrorists
- Mercenaries
- Civilians who commit hostile acts (Direct Part in Hostilities (DPH))
Targeting: Places
Military objectives are valid targets
Any object that contributes to:
- Military action
- War-fighting/war-sustaining capability
Any military related equipment used to achieve a military obhective
Unlawful Targets: Places
- Medical Units
- Cultural Property
- Hospital/Aid Stations
Can lose their status by military occupation
Medical Units
Cannot attack unless misused
Warning is required before attacking
Supplies cannot be destroyed
Protective emblems
Medical
- Red Cross, Red Crescent
Cultural
- Historic monuments, art, religious, scientific buildings
Targeting
Religious Shrines
Prohibition against attacking
Enemy has a duty to mark such buildings
