What is a legislative bill?
- a proposal for a new law or a change to existing law which is brought before parliament, can be introduced to the commons and the lords
What an act of parliament
Bill that has completed all its stages in parliament and has become law
What is a government/public bill
- most important type that can be debated in parliament
- brought forward by gov ministers to change public policy, eg reorganising the NHS
What is a private bill
- much less common, sponseeed by an organisation such as a company or a li a local authority with intention of changing the law affecting the organisation
- a group affected by such a bill has right to petition parliament against it
What is a hybrid bill
- proposes changes to law which would affect the general public, but certain groups within it
What is a private members bill
- affects the whole population, introduced by an individual backbench Mp or a member of the lords
- these are lot less likely than a gov bill to become law
- In 2018, Angus MacNeil MP (SNP) introduced a (ballot) Private Members’ Bill to enable more families separated by war and persecution to reunite in safety in the UK
How does a bill starting in the House of Commons and House of Lords become law
First reading, second reading , committe stage, report stage, third reading
What is the origin of a bill
- May originate as a green paper or as a white paper
What is the first reading
First compulsory stage, bill made available to MPs but not debates or voted on at this stage
What is the second reading
- principle of the bill is debated, vote May be taken if it’s contested
What is the committee stage
- bill is scrutinised in detail by a public bill committee, amendments may be made if gov is prepared to accept them
What is the report stage
- whole HOC considers amendments made at committe stage, and May accept or reject the,
What is the third reading
- amended bill is debated and voted on by the whole house
What is the House of Lords stages
- same stages as the HOC with exception of committe stage which is carried out by the whole house
- lords can propose amendments which HOC then accepts or rejects
What is royal assent
Monarch signs the bill making it law
