TOC are acceptable to the Radar controller who will ensure separation is maintained;
Aircraft can be released to the Radar controller if requested; AND
Voice switch comms exist with the other unit

Or where preceding aircraft is not in direct comms with radar controller when providing separation between aircraft on approach
