RM 000-5 Commanding Officer
Commanding Officer shall mean any sworn officer above the rank of sergeant or any other employee so designated by the Chief
RM 000-17 Senior Officer
Senior Officer shall mean a Department employee in any given rank with the longer service in that rank
RM 000-21 Superior Officer
Superior Officer shall mean any member operating in a training capacity over police recruits, any member with the rank of Sergeant or higher, or any other employee so designated by the Chief of Police
RM 000-21 Supervisor
Supervisor shall mean employees who have as one of their major responsibilities the general authority in the interest of the Orlando Police Department to direct other employees, the review of personnel problems or the recommendation of such action or their performance. Supervisors shall assign, reward, supervise, and train subordinates. Supervisors shall recommend dismissals, transfers, suspensions, demotions, recalls, and discipline.
RM 100-3 Acting Chief of Police

RM 100-6 Commanding Officers
Lieutenant or higher, or any member or employee designated by the Chief
RM 100-7 Superior Officers

An inability to meet reasonable measures of job performance or to maintain established standards of efficiency.

Determined to have impaired or jeopardized the proper and efficient operation of the Department due to his carelessness, or by the employee’s negligent job performance ..fails to act, either in a deliberate or willful manner that reflects a reckless or wanton disregard for life, safety or property, or in a manner contrary to acceptable standards of performance, or that results or could have resulted in injury, danger or damage to others or property
RM 200-6 Insubordination
Deliberately refuses or fails to obey any lawful order given by a superior officer..engages in mutinous conduct such as showing gross and direct disrespect
RM 200-9 Reporting Violations of Laws, Ord, Rules and Orders by Employees
Knowing of a violation…report the same in writing to the Chief through official channels…no later than end of tour of duty. If RDO, next shift, or contact supervisor, manager or IA
RM 200-13 Obedience to Unlawful Orders
No employee is required to obey any order that is contrary to law. Responsibility for refusal to obey rests with the employee. He is required to justify his actions.
Chief may impose more restrictive rules but not contrary to law.
RM 200-14 Obedience to Unjust or Improper Orders
Employees who are given orders they feel to be unjust or contrary to rules and regulations must first obey the order to the best of their ability and then proceed to appeal.
RM 200-15 Conflicting Orders
Upon receipt of an order conflicting with any previous order or instruction, the employee affected will advise the person issuing the second order of this fact. Responsibility for countermanding the original instructions then rests with the individual issuing the second order. If so directed, the latter command shall be obeyed first.
RM 200-18 Acceptance of Gifts, Gratuities, Fees and Loans

RM 200-20 Rewards
Before accepting any reward or remuneration for services an employee must receive written approval from the Chief
The immediate supervisor is responsible for investigating the legitimacy of the claim and endorsing the request to the Chief.

Forwarded to the Chief together with a written report explaining the circumstances connected therewith
RM 200-23 Associating with Criminals and Unsavory Characters Prohibited
Shall not associate….unless unavoidable due to family relationships

Taking photographs or videotaping not in the furtherance of official job responsibilities…unless written authorization is obtained from Bureau Commander or Chief
RM 300-4 Punctuality and Absences
Punctuality - 0-59 min late, each incident within 180 days of two previous incidents…violation even if an earlier was included in a previous violation
Unauthorized Absence - more than one hour
RM 300-9 Fitness for Duty
Only a Florida Hospital physician and/or other authorized psychological services can assess an employee’s fitness for duty utilizing the employee’s job description.
RM 300-10 Use of Alcohol and Intoxicants
Shall not use 4 hours prior to reporting
RM 300-13 Use of Tobacco Products While on Duty
Employees shall not allow any form of tobacco to remain in their mouths while in public view
RM 300-15 Marital Status, Address, and Telephone Numbers
Changes, Fiscal Management Section within 48 hours

The display of any tattoo, scarification, or brand considered offensive, regardless of its location, while on duty or in any Department facility is not permitted and shall be covered at all times

Employee’s hair will not be permitted to attain such length as to extend beyond the upper 1/2 of the ear nor overlap the shirt collar by more than 1/4 inch when the employee is standing. Hair may not be teased or brushed so as to stand more than 1 1/2 from the head

Male members permitted to wear civilian clothing during a tour of duty shall wear either a business suit or sport coat, slacks, and a dress type shirt with tie
RM 400-8 Off Duty Firearms and Police Identification
Members who choose to carry an approved firearm off duty will also be in possession of their official Department identification folder at all times while armed

In Uniform
Those members in uniform, on or off duty, shall have their regulation firearm, issue police radio, regulation handcuffs, regulation ammunition, regulation baton, regulation chemical agent, regulation whistle, and regulation I.D. folder on their person

RM 500-1 Department Property and Equipment
Reporting Loss or Damage
Report any loss or damage of property or equipment to their supervisor as soon as possible and in each event no later than the end of the current tour of duty

Employees shall not relinquish Department property and equipment assigned to or used by them to an person other than members of the Quartermaster Unit or to a supervisor of OPD

Any occupant of a City vehicle will be required to use seat belts. This include prisoners, unless the threat of violence or exigent circumstances make applying the seat belt a higher risk to the officer and prisoner than transporting without the use of a seat belt

Division Commander approval for correspondence to be sent outside of Department, or Department wide emails

Dissemination of such information outside the Department is restricted to representatives of law enforcement agencies
RM 700-1 Death or Serious Injury
Department Notification
When any employee or retired employee is killed or seriously injured on or off duty, immediate verbal notification shall be made to the Chief of Police by the officer in charge. This shall be followed by a written report no later than the end of the current tour of duty. Information shall include the date, location, cause, extent of injuries, and property damage. Serious injury in this instance means any injury that could result in death or disability
RM 700-1 Notification of Family of Death or Serious Injury
The family of an employee injured or killed shall be notified immediately and in person by the officer in charge.
RM 800-3 Reporting Criminal Information
Employees shall make an immediate verbal report to their supervisor. If the violation involves a superior, the Internal Affairs Manger shall be notified directly, in writing via email or intra-departmental mail, prior to the end of the current tour of duty

For officer safety purposes, an additional member should follow the unit transporting any violent prisoner/detainee.

Should a violent prisoner/detainee need to be transported to a hospital by ambulance, a member should ride in the back of the ambulance with the prisoner/detainee and emergency personnel, while followed by another member in a marked vehicle

Emergencies while transporting
If the transporting officer deems that an emergency exists and delay of action would create unreasonable risk or injury to the general public, the officer should attempt to obtain supervisory approval prior to taking action; however under no circumstances will the prisoner/detainee be placed in a potentially hazardous situation or left unattended

There are no exceptional procedures for transporting prisoners/detainees of the opposite sex

When resistance is encountered by members of the Department while affecting a lawful arrest and retraining measures or other force is employed in overcoming such resistance, arresting officers shall place the additional charge of “Resisting Arrest” upon such arrestee

Members shall not be permitted to dismiss charges against arrested persons who have not yet been booked unless there is sufficient reason, and then only with the knowledge and consent of their commanding officer (LT or higher)

Employees shall not conduct or participate in the investigation of a crime in which the employee or a family member is the victim.
This regulation does not preclude employees from taking enforcement action under exigent circumstances

Employees who volunteer or are subpoenaed to testify for the defense, or against the City or other government entity is any trial or hearing, civil or criminal, shall immediately notify their chain of command and the Police Legal Advisor in writing. The memo should include the names of the parties involved in the case
RM 1000-4 Truthfulness
Employee are required to be truthful at all times under oath or not
RM 1000-5 Civil Cases
Employees shall request and receive authorization from the Chief of Police prior to serving civil process or assisting in civil cases concerning or related to Department business, except in cases wherein the officer is initiating the suit or has been subpoenaed to testify. In these two cases the employees shall notify the Chief of Police
RM 1000-8 Accepting Compensation from Insurance Companies
Answering Questions Accidents
When approached by representatives from insurance companies whose clients are involved in auto accidents (or other incidents) to go to the scene and walk through the facts with their experts, officers will
1 - Not discuss or assist in any case pending criminal action except when subpoenaed to do so
2 - Do so only in civil cases with the authorization of a supervisor based on whether time/activity allows it
3 - Not accept any compensation for such assistance
