A
Constitution doesn’t provide a mechanism, if no party emerges with absolute majority, incumbent prime minister is seen as the last one to have confidence in the house and therefore remains in office

A
Labor party able to secure promises of 3 independent and 1 greens member to form government

How was this seen as a difficulty?
A
The labor party had to engage in complex negotiations with greens and independents in order to pass many bills
