  2. logistics (britain does not want to send its navy and territories against a strong enemy ; they had to sacrifice their own men & the pontential cost which was not worth it
  3. self interest (britain & usa wanted to keep trading with japan ; sees themselves as a potential ally against ussr)

A
  1. absence of the usa & other major powers
    - germany joined in 1926 , russia in 1934 when germany left, japan left 1933, italy left 1937
    - usa rejected lon & both peace treaties ; undermining the economic & military power of lon
  2. lon had no army of its own
    - military action -> britain & france, but they were reluctant to act & were weakened by ww1
  3. britain & france placed their own self interest above support of lon
    - they don’t take disarmament seriously
    - they were out of step & couldn’t accept each other’s policy
  4. lon’s decision making was inefficient and slow
    - infrequent meetings
    - difficult to get everyone to agree
