- consider an educational response plan with ordinary measures (LII and ordinary LIII).

Referral process:
- request socio-psycho-pedagogical evaluation (with parent consent)
- specialized advisory assesses barriers, strengths and educational needs
- everyone is informed and s.a. services propose ordinary and/or extraordinary (LIII or LIV) measures
- if necessary they dictate (verdict) a schooling modality
- teaching team design, apply and asses a Personalized Action Plan (PAP)

- Specialized advisory sevices: collect, analyze info (about personal circumstances, interaction family school, curricular competence)
- Can be performed at any time, but specially at beginning and stage changes

When is it compulsory?
- It is compulsory for extraordinary (LIII and LIV)
- Curricular enrichment (III) or flexible schooling (IV)
- Flexible schooling for SEN (IV)
- Accessibility adaptations, extraordinary (IV)
- Significant ICAs (IV)
- Communication, language and speech programs (IV)

- Result of SPP evaluation with measures

Schooling modalities
- Specific: full-time centre
- Combined: part-time mainstream, part-time centre
- Ordinary: full-time mainstream, part-time specific unit in mainstream
Three options: - non-specialized mainstream centre
- specialized mainstream centre
- part-time specific units in mainstream centres (for grade 3 SEN students)
Grades of SEN students
- Grade 3: requiring specialized support more than 50% of the time
- Grade 2: requiring specialized support less than 50% of the time
- Grade 1: requiring nonspecialized support punctually
Students/class ratio with SEN students
General ratio is reduced:
- -2 students if 1 student with grade 3 SEN
- -5 students if 2 students with grade 3 SEN
No more than 2 students of grade 3 SEN per class

What does it mean?
difficulties in access, participation or achievement as a consequence of social, economic, cultural, geographical, ethnic, health or other personal condition

The School Dictate (Verdict)
An official document:
- education authorities dictates a compulsory schooling modality for a student with SEN
- based on socio-psycho-pedagogical evaluation and part of the procedure to assure proper schooling.
- Initial assessment at 2nd cycle of preeschool. Follow-ups when changes observed

When is it compulsory
- When child requires specialized or specific resources that are not available at the desired school
- Has to be schooled part- or full-time in a specific unit or a specific centre

- Support staff: all school staff
- Specialized support staff: specialized teachers, non-teaching staff (physical therapist), specialized advisory services (Equipos de Orientación Educativa, EOE)
