Policies funded by the whole tax payer base that address the needs of particular groups.
All taxpayers are affected.
Ex- homeowners tax deductions, education, & anticrime initiatives.
Definition of distributive policy
Policies that shift resources from one group of citizens to benefit other groups of citizens. Affects higher income groups.
Ex. Social welfare programs
Redistributive policies
Policies designed to restrict or change the behavior of certain groups or individuals. Affects targeted groups.

Elements of the New Deal & The War on Poverty
FDR’s initiative to address poverty resulting from the Great Depression. Passed the Social Security act (1935) to provide assistance to needy families with children and the elderly. Lyndon Johnson’s war on poverty (1960s) expanded Social Security act to include health insurance coverage for the poor and elderly, SSI for poor, disabled, elderly. Created funding for the Headstart, foodstamps, & housing assistance.
Entitlement
A program that provides benefits to any citizen who is eligible for support. Citizens must prove that they do not exceed certain income and asset levels before they can receive benefits
Personal responsibility and work opportunity reconciliation act (1996). Replaced the Aid to Families w Dependent Children with a new program. New program is the TANF. Limits to the length of time assistance can be received & requires to participate in training and job search activities
Welfare reform

Programs are restricted to assist specific groups or categories of individuals.
Ex. Children, veterans, students disabled, unemployed
