Nayler was a quaker who tried to re enact christ riding into jereuselum by riding a donkey into bristol
Nayler was punished brutally although Cromwell did not want to punish him as bad as the commons did

it effectively replaces the instrument of government and becomes the new constitution of the protectorate when Cromwell accepts all of it but one bit.
