Procedures for hurricane & severe storm EMER’s
Misc. notes
- June 1 - Nov. 30 = Hurricane Season for eastern Atlantic region
- NYC MOST AT RISK btwn August & October
- Cat. 1 = Least severe; Cat 5 = Most severe
- Poss. Of being called upon to provide EMER. Transportation for sick & Inj’d or home kind, as per the HOMEBOUND EVACUATION OPERATION IAP, found in FDNY IAP’s
- Delay in EMER. Response; EXTREME DELAY in response of sp. units (e.g. FCU, HAZ-Mat)
- DIV CMDR directed to apply approp. sections of this bulletin to their Div.
- Ensure that Div, Bn & Unit Cmdr’s designate a STORM OPS. COORD.
- CMDS maintain list of coord’s, UPDATED ON MAY 1st EACH YEAR & AS NEED ARISES.
- Storm Ops. Coord. Initiate & arrange ctc w/various agencies w/in Admin. response areas.
- Lists UPDATED ANNUALLY ON MAY 1st EACH YEAR
- To eliminate duplication of ctc’s, Div. & Bn Coord’s. Keep each other informed of their activities.
- Operational Consideration = Utility CO’s WILL NOT GIVE E.T.A.
- Gridlock = Serious problem in fringe areas of flood zone
- Once rig. In area where automobile traffic cannot pass (water too deep for cars), rig may be capable of moving freely
- Unit officers must weigh “Risk vs. Reward” when committing Veh. To a flooded area
- Driving thru standing water DONE CAUTIOUSLY!! Depth is unknown & hazards may be hidden below.
When driving thru standing water, the depth of water should not exceed ??

- Details of EVERY CTC MADE (phone/in-person) recorded in log
DISPERSAL SITE
- A loc. OTHER THAN A FIREHOUSE where flooded CO’s can. E dispatched from during storm EMER.
- Div. guided by the IAP on hurricane relocations &/or Alt. dispersal sites for CO’s
- Evac’d CO’s relocated to Host CO’s OR dispersal sites
- Co CMDR of designated Host Co. Ensure Preps. Made o accommodate relocated CO’s
- BN’s ENSURE PREPS MADE AT DISPERSAL SITES
- Units loc’d at dispersal site maintain comm’s w/Boro Disp.
- VISTED AT LEAST ONCE DURING EACH TOUR BY A CHIEF OFFICER
- WHEN NOT PRACTICABLE, TEL CTC. ESTABLISHED!!
- O.I.C. of such units keep records of all activities while away from qtrs.
- Upon return to qtrs, complete rpt’s required
- All addl. units I.D.’d as det’d by C. OF OPS/CWCC AFTER CONSULT W/BUR. OF FIRE COMM’s
Manhole covers displaced by flood waters may be concealed. M’s walking in flooded areas should …??

- Conduct hurricane drills
- Encourage M’s to prep. their homes & families for poss hurricane
- Gather Co. Checklists or Co. Completion Rpts & PLACE IN HURRICANE BINDER
- Fwd completion Rpts or copy of Bn checklist to DIV
