158 Applicability?
Subparts B, C and E apply to each port in the US that is used by: oceangoing tankers or ships of 400 gross tons or more carrying oily mixtures or NLS (AW), tank barges not equipped to ballast or wash cargo tanks enroute and ship repair yards that services ocean going ships carrying oil or NLS.
Subpart D applies to each port and terminal in the US or subject to its jurisdiction.

What is APHIS garbage?
- Animal and Plant Health Inspection Service
Is: garbage generated onboard conveyances (ocean vessels) arriving from any place outside of the continental United States, except Canada.
How do we process a COA application?
- After receiving the application, an inspection is made to determine whether the facility meets the requirement of th applied subpart (Form A, B or C).
- After that inspection , the EPA is consulted and then the COA is granted or denied.
What are the different COA Annexes
(I-Oil ,II-NLS ,V-Garbage)

What types of waterfront facilities are required to have reception facilities?
All US ports and terminals,
all ports and terminals are required to have reception facilities, which means they must be equipped to receive waste like oil residues, garbage, and noxious liquid substances from visiting ships, particularly large ocean-going vessels exceeding a certain tonnage, as mandated by international conventions like MARPOL Annex V.

- Yes, 5 years from the date of issuance.
