Issues with 10th and 15th
Richer people live in counties where they pay less tax
Had not been changed since 1334 (significant pop changes since then)
H VIII had a £700 000 shortfall when trying to fund war against France
What happened to 10ths and 15ths
Was NOT replaced!!! The 1513 subsidy was ANOTHER tax

Progressive
Strengths: tax revenue comparison
Wolsey able to raise £322 000 between 1513-23 in comparison to the £118 000 raised from 10ths and 15ths from 1512-1517
Weaknesses: nobility
Only taxed on their largest source of income which protecting them from the highest levels of taxation
Weaknesses: resistance
Resistance from parliament sparked rumours of more tax which played into revolt of N. Earls
Amicable Grant (1525)
Non parliamentary tax introduced to fund French wars on top of the 1513 subsidy.
10 000 protested in Suffolk, forcing Wolsey to cancel it.
