- All businesses must have (if fewer than 5 EES it does not need to be written down) HASWA etc 1974 S2(3)

III. Arrangements sections what needs to be done to achieve the statement of H and S policy and how risks of hazards can be eliminated or reduced

Arguments Against an Integrated Management Systems?
- May already work well
- Specialists core expertise
- Uncertainties exacerbated (key terms)
- System requirements may vary - a system may only require a simple quality system but a complex HSE system (if integrated the Quality system may become unreasonable)
- HSE performance has a legal requirement Quality is customer specification
- Single topic auditors may have difficulty evaluating
- A powerful integrated team may reduce ownership of line management
- A negative culture from one area could be carried over to others
