Principles of OMFTS

STOM doctrine
(Ship to objective maneuver)
The tactical implementation of OMFTS by the MAGTF to achieve JFC’s operational objectives and the application of maneuver warfare to amphibious operations at the tactical level
Laws/regulations governing humanitarian and civic assistance programs
Governed by title 10, US code section 401:
1) HA must be carried out in conjunction with host national military and/or civilian personnel
2) shall complement and may not duplicate any other form of social or economic assistance provided to the host nation by another US dept or agency
3) May not be provided directly or indirectly to any individual, group, or organization engaged in military/paramilitary activity
4) must be specifically approved by DOS
Define MOUT
All military actions planned and conducted on a topographical complex and its adjacent terrain where manmade construction is the dominant feature

Define rules of engagement
1) Minimize civilian casualties and/or collateral destruction in order to
- Reduce risk of adverse world or domestic opinion
- Avoid alienation of local population
- Preserve facilities for future use
- Preserve cultural facilities and grounds
2) limit the use of specific ground or air weapons

Counterinsurgency operations
Comprehensive civilian and military efforts to simultaneously defeat and contain insurgency and address its root causes. Refers to to military, paramilitary, political, economic, psychological, and civic actions taken by a government to defeat an insurgency.
Stability operations
Various military missions, tasks, and activities conducted outside the United States in coordination with other instruments of national power to maintain or reestablish a safe and secure environment and/or provide essential governmental services, emergency infrastructure reconstruction, and humanitarian relief
