What is primary legislation

A

Highest form of law and is created by acts of parliament. For example: The health and safety at work act 1974 is the primary piece of legislation that sets out framework for managing work place health, safety and welfare in the UK

What is secondary legislation

A

compromises sets of legally binding rules that are created by the government or other sanctioned bodies under the authority of an act of parliament. they are used to enforce the provisions of the relevant act and contain more detailed info on the duties of organisations. for example health and safety at work regulations require risk assessments to be carried out.
