If SOE, a controller or constable or person acting under the authority of, may enter on and if necessary, break into, any premises or place within the area or district in respect of which the SOE is in force if believed:

-permitting or facilitating the carrying out of any urgent measure for the relief of suffering or distress.

A

If in the opinion of commander or constable that this action is necessary for the preservation of human life may;
Direct the owner or person in control of any land, building, vehicle, animal, boat, apparatus, implement, medical supplies or any other equipment, materials or supplies to immediately place that property into the control of the commander or constable.
If person can not be found, can assume immediate control and direction of requisitioned property.
Person in control of property must provide assistance reasonably required for the effective and safe use of the property.
