What is the Child Protection Protocol (CPP)?
A joint process followed by Oranga Tamariki and Police are responding to actions/behavior that may constitute criminal activity.
When does the Child Protection Protocol apply?
To all cases where the victim is under 18 at the time of making the complaint.
What are the three categories of abuse defined in the Child Protection Protocol?
- Sexual abuse
- Physical abuse
- Neglect
What is “sexual abuse” in terms of the Child Protection Protocol?
An act involving circumstances of indecency with, or sexual violation of a child, or using a child in the making of sexual imaging.
What is “physical abuse” in terms of the Child Protection Protocol?
What are the areas of consideration?
Actions of an offender that result in, or could result in physical harm/injury to the child.
Areas of consideration:
1.The action of abuse (what act was committed)
2. The injury inflicted (what injury was suffered)
3. Circumstances (factors in the case - I.e. any vulnerability)
What is “neglect” in terms of the Child Protection Protocol?
Intentional ill-treatment of a child, or permits the treatment of a child, that is likely to cause actual bodily harm, injury to health (include mental health or disability).
Must be serious and avoidable.
What are the 3 initial steps that Police/Oranga Tamariki must follow in regards to the Child Protection Protocol?
- Referral (information sharing)
- Consultation (discussion between agencies)
- Agreement - forms an Initial Joint Investigation Plan (IJIP)
What are the Oranga Tamariki Timeframes in regards to Child Protection Protocol?
- Critical - 24hrs - serious risk of harm, immediate action required.
- Very urgent - 48hrs - risk of serious harm but some protective factors present.
- Urgent - 7 days - at risk of harm and neglect that is likely to negatively impact the child.
