Yes.
Two RVR are required one could be inop.
2- Do you need a takeoff alternate and why?
Yes. A takeoff alternate is required, and must be shown in the dispatch release because:
— the weather conditions at the departure airport are below the lowest active
approach minimums that can be flown to an engine out landing
Also you need a takeoff alternate if: (Not the case in this KSEA example)
— runway lights are inoperative and approved temporary electric lights are used
3-How far away the takeoff alternate can it be?
330 nautical miles.
4- Do you have to use the Takeoff HUD Low Visibility Procedures?
Yes.

43.1.1 Minimum Visibility
Use of these procedures is required with less than 500 RVR (150m) on runways
supported by 300 RVR (75m) takeoff (see Jepp 10-9A page).
Requires any two of following three transmissometers. All of the following operating
transmissometers are controlling.
• Touchdown: 300 RVR (75m)
• Mid-field: 300 RVR (75m)
• Roll-out: 300 RVR (75m)

5-How do you set up there HUD?
1- CDU HUD menu- set 2- Mode - NP 3- RWY LENGTH - verified 4- VHF NAV RADIOS- Set to ILS frequency 5- LOC ident/Course- Check
6- If the Hud/HGS is inop, are you still legal for takeoff (CA)?
No.
It is require by the Minimum Aircraft Equipment to Begin Takeoff.
7- What are the FO HUD LOW VISIBILITY PROCEDURES?
- Remain on instruments throughout takeoff roll or until
stopped if takeoff is rejected. - Call out “Centerline” if ground path diverges from the localizer
8-What are the FO takeoff mínimums?
- 1600 feet RVR for any RVR on that runway
- 1/4 statue mile (if no RVR is reported for that runway)
less than this values is a CA takeoff.
9-What are the Standard US Takeoff Minimums
Source for Two Engine Aircraft ?
RVR 5000 or 1 mile.
8- ILS RWY 16L SA CAT I. The visibility for the runway is RVR 1400 /inop/inop. Are you legal to shoot the approach?
Yes. (Only TDZ required)
9-The HUD/HGS is INOP, are you legal to fly the approach?
NO
10- What HUD/HGS mode is required?
- If available, the flightcrew must use the HUD in the AIII mode.
If AIII is not available,
- AII/IMC may be used. (The Captain must fly the approach.)
11- What approach mínimums are set for ( Radio or Baro)?
RADIO – DH (RA) 150 feet.
If minimums are RA NA, then the approach is not authorized
12- When does the autopilot have to be disconnected?
- Autopilot is authorized for use down to 50 feet AGL.
13-Bonus Question: With the same weather for the SA CAT I ILS RWY 16L, Can you fly a CAT II APPROACH to the same runway?
