A

arguments about the impact on environment

impact on infrastructure - overcrowding of schools, roads, etc.

Government often requires parties to pay for infrastructure upgrates (sometime gov pays, developer, or owner of benefitted property)

What is vesting?

A

Once a zoning ordinance is issued, it is not finalized until the appeal process (for the losing party) is over

Vesting is the point in time where a developer has conducted substantial improvements and thus the ongoing project cannot be affected by rezoning
