What is TOPS?
TOPS is Transaction Online Processing System is an online program that allows CPC’s to submit pay and personnel documents safely and efficiently to the supporting personnel support detachment or customer service desk
What are examples of documents/transactions required to be submitted through TOPS by customer commands?
1.) Receipts (gains) packages, including travel claims and associated receipts
2.) Loss (transfer) packages, including transfer evaluations
3.) Separation documents
4.) Reenlistment documents
What is the Electronic Service Record?
The ESR is maintained within NSIPS and is the data entry point and electronic repository for storing personnel information required by the local commander when making daily decisions, processing pay transactions, and creating forms.
What does the ESR Desk Guide accomplish?
It explains the policies and procedures for maintaining the ESR which interfaces with the OMPF.
What information is maintained in the Electronic Service Record?
Training, Education and Qualification History (NAVPERS 1070/881)
Honors and Awards (NAVPERS 1070/880)
Dependency Application/Record of Emergency Data (NAVPERS 1070/602)
History of Assignments (NAVPERS 1070/605)

Fitness Reports- Contains information on Officer Fitness Reports, Chief Evaluations and Enlisted Performance Evaluations
Exam Profile Data- Contains a history of a service member’s profile sheets: NWAE Scores

Member Data Summary- Contains various pieces of information. Member’s Navy Enlisted Classification inventory, Warfare Designators and Security Clearance Information
What is NSIPS?
NSIPS is the Human Resources Management Software used by the Navy and Navy Reserve Administrative Office. It allows global transactions for medals and awards, training and education, Personnel Qualification Standard (PQS) and routine administrative remarks and creates electronic forms that can be printed and signed when a hard copy is required`
What is Dependency Application/Record of Emergency Data?
According to Naval Military Personnel Manual (MILPERSMAN) 1070-270, the NAVPERS 1070/602 Dependency Application (DA) (NSIPS form) is used for both officer and enlisted service members and serves as a form for documenting dependency of their family member(s) for associated allowances and travel entitlements
When the RED DA is signed by the service member and approved by the authorizing official, NAVPERS 1070/602 is the official record of dependency the Navy will use to:
- determine the relationship and dependency of individual(s) for entitlement of the person(s) approved as dependents to receive dependency entitlements per volume 7A of DoD Financial Management Regulation (DoD FMR) and chapter 10 of Joint Travel Regulations
- provide authoritative data to NPC (NAVPERSCOM), Navy Casualty Office in providing funeral and or memorial service travel to the next of kin
DD 93 form must be updated on the following occasions:
- in dependent status (marriage, divorce, or birth or death of child)
- to the address of a spouse, parent, or other beneficiary
- in service member’s status
- in service member’s rate or grade
- to designees or beneficiaries
a. Death Gratuity
b. UPPA- Final payment of pay and allowances due, but not paid to the service member (unpaid basic pay, accrued leave, unpaid reenlistment bonus installments)
c. PADD- This is the sole point of contact for NAVPERSCOM
d. Additional personnel to be notified in the event of death
e. Additional persons authorized to travel to bedside if seriously ill or injured , funeral or memorial service
A service member verifies accuracy of RED DA at minimum on the following occasions
- upon reporting to ta new duty station
- when ordered to a temporary additional duty in excess of 30 days
- prior to deployment
- prior to departure on permanent
What is NAVPERS 1070/881?
Is the training, education and qualifications history. Also known as Page 4 for practical purposes. In the ESR, all training and education completed by the member is documented in the Training Summary page except for the ASVAB
What does the Training Summary page include?
Information on the service member’s education: special qualifications, test scores , off-duty education, Navy service schools, military training courses, other training courses and PQS
What does Off-Duty Educational Vocational Technical Training include?
This section tracks college courses, College Level Examination Program exams, and other off-duty-related education. Updates are processed by the Navy College Center in conjunction with official transcripts received directly from the educational institution
Navy Service School/Military Training Courses
Any formal military course assigned a number will appear in this section of the ESR Training Summary page. Upon completion of your course, the learning facility should enter your completion of the course into the Fleet Training Management Planning System (FLTMPS)
What is PQS?
Personnel Qualification Standard is when personnel in your command complete any PQS, either you, as the CPPA, or your servicing PSD
Administrative Remarks
Administrative Remarks, NAVPERS 1070/613 (commonly known as Page 13) serves as a chronological record of significant miscellaneous entries that are not covered elsewhere or amplifying information required
Permanent Remarks
This designations applies to entries mandated by regulation or correspondence from higher headquarters to be filled in the OMPF
Entries included in the Permanent remarks are:
Enlisted disciplinary action
NJP (Captain’s Mast)
Civil Conviction
UA (Unauthorized Absence)
Entries required as a result of adverse performance evaluation reports, and for members that refuse to sign performance evaluation reports
Enlisted physical fitness assessment failures
Retain in service
Performance or conduct deficiencies
Sea duty counter or credit
Time-in-rate date change
Temporary Remarks
This designation is used for entries that apply only at the current command, acknowledgements that apply only to the current enlistment or reenlistment, or entries that have a defined expiration date
Examples of Temporary Remarks
Member has volunteered for special duty
Member has read and understands regulations
Member has attended or been briefed on Navy’s policies (e.g. sexual harassment, security, hazing, indoctrination and liberty)
Other temporary entries routinely entered by a personnel office (e.g. BAH, SRB, special assignment pay (SDAP), LIMDU and PCS screenings)
Official Military Personnel File (OMPF)
The OMPF is accessible through the BOL website and is the permanent image record of all accepted documents throughout a Sailor’s career. Documents submitted for inclusion should include a clearly legible, FULL Social Security Number on a high quality reproduction
Once received by NPC via mail, documents will be reviewed and screened for entry into OMPF Records. Documents without a fully SSN will be destroyed with no taken action
Commands with limited or unreliable internet access may mail forms directly for inclusion to to OMPF records by sending copies to:

OMPF Documents must meet the minimum criteria:
Permanency- Must not be effective
Non-duplicative- Must not be contained elsewhere (e.g. NSIPS)
Single copy/Single source- Must be submitted once from a single submitting authority
Essential- must pertain directly to personnel administration: should not be irrelevant to the career (birth certificates and wills)
All Adverse material- any negative, substantiated, career relevant material that conforms to to the requirements in BUPERSINST 1070.27
All Commendatory material- any positive, substantiated, career relevant material that conforms to to the requirements in BUPERSINST 1070.27
Personal Awards (NAMS and Higher)
NDAWS Trusted agents (Admin Offices) and NDAWS Authorities are to enter awards into BOL NDAWS along the wet-signed certificates and electronically file the OPNAV 1650/3 and wet signed certificate into member’s OMPF
BOL NDAWS is the authoritative source for awards.
Older awards not reflected in BOL NDAWS must be entered into NDAWS by the awarding authority’s administrative department
