When was the Yalta conference?
February 1945.
What had happened at Yalta?
Disagreements between the Soviet Union and the Western Allies.
What agreement had been reached at Yalta?
That Germany and Berlin would be divided into four zones.
What gave the Soviet’s a strong negotiating position at Potsdam?
The Red Army were established in Eastern Europe.
How did the Americans use of the atomic bomb create tensions at Potsdam?
Soviet Union had not been told of their recent military developments despite being an ally.
What was issued at the end of the conference which reiterated the agreement of the 4 Ds?
The Protocol of Proceedings.
Why were the decisions made at Potsdam largely limited?
Due to the ideological differences, but also the USA and Soviet Unions political and economic concerns.
What was it agreed that Germany would be administered under?
The Allied Control Council (ACC)
What was the problem with the ACC?
All decisions had to be unanimous.
What was Stalin determined to install?
Communist control in the Soviet zone.
What had the Soviets already begun to establish?
A Communist-dominated administration in Berlin.
What was the greatest area of disagreement?
Issues of Poland’s borders and the extent of reparations to be taken from Germany.
Where was Poland’s western frontier fixed to?
The Oder and Neisse rivers. Further west than the British and Americans had wanted.
What was the conclusion for reparations?
Reparations were to be taken separately by each power from its zone. SU received extra 25% for greater war losses.
What would be established?
A Council of Ministers.
