Confidential but involve the person. Communication of all elements to parties involved.
What is the principle of participation
those who are effected should have a voice. Author of the Decree has all of the elements.

Geared to public interest. Therefore the final decision must be based on objective elements not personal elements.
Principle of Motivation
The reasons behind the decree should be communicated.
Principle of Integrality of the decision
all the elements need to be taken into account leading up to the decision.
