The doctrine of R2P is an attempt by the world community to overcome some of the challenges.

However, its success is varied in regards to the maintenance of world order as evidenced by the large amount of conflict occurring in the contemporary world which is largely due to state sovereignty and the lack of compliance with international law as well as its lack of enforceability.

However, state sovereignty and non-compliance can undermine the effectiveness of legal measure in encouraging cooperation as can the media which can be used for propaganda or to insight upheaval.
