- Napoleon chief surgeon (Baron Larrey) made a rule on the battlefield → the sickest are going to be treated first and with the most resources
- Most ER rooms are like this (MI priority over a cut)

Utilitarian concept of triage
A
- method often seen in a war zone (ex: bombing, more injured than ambulances or medics)
- Start with philosophers in 18th-19th centuries
- Maximize good outcome amongst a population
- Rather than ranking on individual needs → how can i save the most number of lives or the most number of years of life
- Might want to pick people who have a better chance of surviving or younger people

Deliberate democracy
A
Deliberate democracy = gathering a bunch of people, initiating a scenario (e.g., too many pts, too few resources say ventilators).
Researchers lay out 3 options:
- Picking out the people who have the most chance of surviving with the most years of life (young, healthy)
- Health responders that will be able to help in the future
- First come first serve
