amendments MUST BE DESIRABLE.
Court permission is always required, unless claim form has not been served.
- amendments NOT ALLOWED if limitation period has expired unless

  1. won’t apply in personal injury cases.
  2. new action is a counterclaim or set-off
  3. new cause of action arises out of same facts.
