what doe C(DM)R stand for?
Construction (Design and Management) Regulations
what was the C(DM)R based on?
EU Directive 92/57/EEC
showed:
– A correlation between the design of a structure or asset and the risk of injury to the persons involved in its construction.
– Inadequate co-ordination of contractors throughout the construction supply chain
was a recognised cause of accidents.
what are the key requirements of C(DM)R?
- All construction employers must be part of a health & safety management system.
- Health & safety (and welfare) must be integral to all stages of planning and execution.
- Coordination at all levels within and between organizations on a shared project.
4 parts of C(DM)R?
– Part 1: Interpretation & Application
– Part 2: Client Duties
– Part 3: Health & Safety Duties
– Part 4: General Requirement
Scope of C(DM)R
Applies to all construction projects, from concept to completion
– Outlines dutyholders’ obligations to ensure safe project delivery
– Any actions must be proportionate to project risks
who are dutyholders in C(DM)R? (7)

what are the key elements in ensuring compliance with legal requirement (C(DM)R) (5)
a) manage the risks by applying the General Principles of Prevention;
b) to appoint the right people and organisations at the right time;
c) making sure everyone has the information, instruction, training and supervision they need to carry out their jobs in a way that secures health and safety;
d) dutyholders cooperate and communicate with each other and coordinate their work;
e) consult and engage with workers to promote and develop effective measures to secure H&S and welfare.
What are the 4 general principles of prevention
a) avoid risks where possible (Hazard Identification & removal)
b) evaluate those risks that cannot be avoided; (Risk assessment)
c) Mitigate or control them at source; (Risk mitigation)
d) Communicate risks to all parties; (Method statements & risk management plan)
eliminate -> reduce/control -> inform
