What (arena) concerns the state or government. A traditional view that ignores many other actors and organisations.

(Process) Politics as a mean of resolving conflicts through compromise and consensus. Its key is the wide dispersal of power.

When A gets B to do something that B wpuld not otherwise have done by use/threat of force, manipulation/intimidation, promise of reward, creation of loyalty, power of numbers, etc…
