The customer as it is a record of the goods received, to compare it with the purchase order and sales invoice to check they have received the correct order and are being correctly invoiced for the order. The supplier of the goods receives a signed and returned copy as evidence that the goods have been received by the customer in good condition. The last copy is signed and kept by the delivery organisation as evidence they have delivered the goods to the customer and the customer has received them.
