Rational-choice models

A

despite having formal equal power to veto Commission’s proposals in the Ordinary Legislative Procedure (OLP), the Council still enjoys a dominant position. This is the case because of the structure of the procedure: in the second reading stage, it is easier for the EP to accept the Council’s common position (simple majority) than to amend or reject it (absolute majority)

A
