BNA Act (1867): Admin of and delivery of healthcare is responsibility of provinces and territories.
- Since beginning of 1900s, there have been groups advocating for some sort of public med insurance program
- Fluctuating economy impacting discussion on public care funding.

1945 - federal gov put a plan to share w/provinces cost of medical insurance.
Disagreements: Jurisdiction, type of care provided, organization and logistics, voluntary participation, physican sponsored or for profit insurance plan
Where was Medicare first implemented?
Saskatchewan (called the Saskatchewan Medicare Act)

- Portability (can go to diff provinces with the home province rembursing)

- Comprehensiveness (goal: to cover all eligable services)

What is the 1984 - Hall Commission Canada Health Act?
Added extra part where doctors cannot add extra billing, and every dollar taken from patients the federal gov wouldn’t provide to provinces.
