Agenda setting
Ongoing competition among issues to gain attention of media, public and policy elites.
Agenda denial
Issues kept from gov consideration and deliberation.
Mobilization of bias
Manipulation of a political agenda by influential groups in an effort to make it appear that community power is at play when in fact it was generated by a few.
Non-decision making
Limiting the decision-making process to “safe” issues by manipulating the community values, and political institutions and procedures.
First face of power
Focuses on observable conflict in decision-making process.
Second face or power
Power can develop through non-decision or agenda control.
Third face of power
Latent conflict.
Power by domination.
Contradiction between interests of those exercising power and real interests of those excluded.
Types of agendas
- Systemic or macro agendas
Widest range of potential issues that could be considered by gov. - Institutional or micro agendas
Issues already under consideration.
Policy formulation
