Birth of Rome
The legend is that 2 brothers founded the city of Rome, Romelus and Remus. Romulus killed Remus and became the King of Rome. He got his powers through the means of God.

Legal Source: Imperium in the Kingdom Era
Imperium = power to command
Imperium was held by the people
It was a religious power - given by god
Legal power to enact edits
- Edicts = ordinances made by the king
- Edicts had binding power to the holder of the imperium
- Once a King dies, his edicts die with him

Imperium was held by 2 consuls
Imperium was nevertheless one and indivisible
Rules of the Imperium during the Republic Era
Consuls appointed for 1 year
Consuls could be prosecuted after their term (prevention for unreasonable rules)
Each consul had full power of the imperium
If one the attempts to make an edict and another does not agree then they could undo it (they were controlled by one another)
(these rules prevented the rise of tyrants)
