What are the primary purposes of the FOE notice?
- Improve small business access to acquisition information, and
- Enhance competition by identifying contracting and subcontracting opportunities.

Regarding FAR Part 5, what information is not releasable?

(c)Assist small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns in obtaining contracts and subcontracts
When a requirement is being considered for competitive acquisition limited to eligible 8(a) participants under subpart 19.8, the contracting officer must:

Exceptfor contract actions described in paragraph (b) of this section and as provided in5.003, contracting officers must synopsize through the GPE the following:
- Contract awards >$25K that are
- Covered by the World Trade Organization Government Procurement Agreement or a Free Trade Agreement (see subpart 25.4); or
- Likely to result in the award of any subcontracts. - Contract actions > SAT where
- FSS Actions or BPAs supported by a limited-source justification (excluding brand name) in accordance with8.405-6; or Task or delivery orders awarded without providing fair opportunity in accordance with16.505(b)(2).
Regarding FAR 6.2: Full and Open Competition after Exclusion of Sources, when is a D&F needed?
A Determination & Findings is needed for every contract action where an Agency excludes sources by establishing or maintaining alternative sources. It must be signed by the head of the Agency or designee and not made on a class basis.
Under FAR 6.3: Other than Full and Open Competition, what are the seven (7) exceptions?
- Only one responsible source
- Unusual and compelling urgency
- Industrial mobilization
- International agreement
- Source authorized or required by statute
- National security, and
- Public interest
