mitigation vs preparedness
mitiagtion focuses on ongoing decrease of the impact of an emergency or disaster - does not prevent the disaster from occurring
preparedness if the functional aspects such as response and recovery
Preparedness
readiness to respond to a disaster or emergency - a state of readiness
arrangements to ensure that all resources and services which may be needed can be rapidly mobilised and deployed

involves attempting to reduce the unknowns in a problematic situation and aims to evoke appropriate actions
