Explain the Residual Welfare Model (6)
A
- Provided by gov’t to help needy and poor when they are unable to help themselves
- ensures all other sources of support are insufficient (stopgap basis)
- Short term, discontinues when other help is provided or becomes independent
- safety net as it is only for those who are unable to manage
- State only steps in when problem is obvious
- Stigma attached, sees poor as incompetent , responsible for their poor conditions

- For everyone
- Universal, giving each person equal opportunity
- Focuses on organized system of providing
- Preventive, providing services before waiting for problem (maintaining good standard of living)
- No stigma
- Special obligation to ensure well being of all people

- Canadian social welfare system is informed by various ideologies
