EP and national parliaments notified of this application
Council consults comm and obtains consent of EP(majority comp.)
The council acts unanimously

1.Proposal: EP/Comm/MS
EC decides after consulting EP and Comm to continue by simple majority
2.If so , convention formed of representatives of EP,Comm,HoS,NP
Acting by consensus- form IGC which adopts by common accord, then ratification by MS
