Clouds will form when the temp and dew point meet. The temp and dew point get closer together with altitude, at the rate of 4.4 deg F per 1,000 feet. Since the altitude is, 1000 feet MSL, by adding 5000 feet, we would find cloud bases at 6,000 feet.
