it was difficult for the L to operate with major problems
Membership
USA, USSR AND Germany were not members of the L
USA absence meant the L was weaker politically, militarily, financially.
England and France had ‘leadership’ but they were more important in their own empires rather than running a international organisation.
USSR AND Germany
the USSR wasn’t allowed to join til 1934 bc of it’s Bolshevik government wasn’t recognised by major powers
Germany was a member from 1926-1933
the L didn’t have an army
if a conflict arose member’s had to supply forces at their own expanse.
B and F were reluctant to do so n they were the only strong countries in the L
how could the L enforce its will
economic sanctions but it was ineffective bc non-L countries could still supply goods
how was Organisation a weakness
all decisions were made up of permanent members
each member of council had a right of veto- one vote against could stop the action being agreed.
all member countries sent a delegate to the Assembly once a year where they would talk about stuff n disagree. but all decisions were unanimous so made the process very slow
