Activated when violent crime occurs and retaliation is likely.
A faith based/community response initiated by the department when a preliminary investigation of a violent event indicates the strong possibility of retaliation, a violent event that involves youth crews, gangs, or racial tension; an event so egregious that it affects the safety and security of the affected community, despite the fact that there is little or no likelihood of retaliation; or circumstances prior to and/or after civil unrest incident(s) (will not be activated during the incident).

A follow-up event, within 72 hours, to a primary activation held on behalf of, and in, the affected community, conducted in collaboration with community and faith based partners to promote peace in the aftermath of the violent event. What is a surge response, and what is it used for?
A surge response is often a subtle, non-tactical means of increasing visible police presence in an area deemed to temporarily be at risk of serious disturbance of violence.
A controlled deployment of on duty field resources using designated in the box squads at the discretion of the WC or area Lieutenant to mitigate a volatile situation or to gain control of an incident or series of incidents when the need for manpower temporarily exceeds that of on-duty, available resources in a given AC.

Yes. A response to a rally point is essential to proper response of surge units.
