  • Firstly, leading Nazis like Gauleiters tried to control local areas and did not listen to national policy which results in financial corruption.
  • Secondly, agencies like Ministry of armaments, economics ministry, labour ministry, office of the Four-Year plan and different branches of the armed forces were competing to try and control the armament process
