For Perfect PR system
Perfectly proportional, more democratic and representative. Favours small parties and minority groups, easy to understand.
Against Perfect PR system
Weak and unstable government. Favours multi party - lots of small parties with differing ideals. Very hard for a party to gain a 51% majority therefore weak. Furthermore, large complex coalitions are created to reach a majority meaning compromising of manifesto promises and voter dealignment -> these are subject to frequent change as well leading to unstable government.
Clincher
While PR holds significant merit in promoting democracy to its maximum, the weaknesses exhibited by it outweigh the strengths due to the high difficulty in laws being passed from multi party coalitions. Therefore if we use a different voting system with aspects of PR, perhaps we can mitigate the drawbacks associated with the system.
