**Voraussetzungen** der Gewährleistung sind, dass
die Kantonsverfassung:
**1. demokratisch ** ist (insbes. Volkswahl des kantonalen
Parlaments und die Einrichtung einer gewaltenteiligen
Staatsorganisation);
**2. minimale politische Rechte gewährleistet** (insbes.
Zustimmung des Volkes zu Verfassungsänderungen und
jederzeitige Revidierbarkeit der Kantonsverfassung,
wenn Mehrheit der Stimmberechtigten es verlangt);
**3.** und dem Bundesrecht **nicht widerspricht** (Art. 51
Abs. 2 BV als Anwendungsfall von Art. 49 BV).
