LRS Commander

A

The LRS commander is responsible for directing the Material Management, Deployment & Distribution, Vehicle Management, and Fuels Management Flights. The commander ensures mission readiness, provides strategic planning, and acts as the accountable officer. The commander is the focal point for squadron interaction with base, major command (MAJCOM), Air Force Global Logistics Support Center, Air Force Fuels, Vehicles & Equipment Support Agency and AF leadership.

A

The Operations Officer is the next senior officer to the LRS commander and oversees the sophisticated and diverse day-to-day operations within the squadron. The Operations Officer also carries out all Logistics Manager duties when no Logistics Manager is assigned.

Unit Deployment Manager

A

UTC Availability Listing (UAL) and Air Expeditionary Force (AEF) Library, and reported within the AEF Reporting Tool (ART). Air Force Installation Mission Supprt Center (AFIMSC) personnel to correct discrepancies. Additionally, the UDM conducts squadron deployment briefings, is responsible for LRS Status of Resources and Training System (SORTS), Defense Readiness Reporting System (DRRS), and ART reporting; prepares Situational Report (SITREP) inputs when required; and tracks and manages all deployment training and requirements.

Logistics Manager

A

(Active duty LRS only) The Logistics Manager is the senior civilian logistician and rounds out the management staff. The Logistics Manager has oversight of the business processes and performance quality/efficiency of the squadron. The Logistics Manager is the point of contact for all LRS civilian personnel issues and directs Operations Compliance (OC). The Logistics Manager may carry out all Operations Officer duties when no Operations Officer is assigned.

Operations Compliance

A

Operations Compliance is aligned under the Logistics Manager. OC is the commander’s single point of contact for “the health of the squadron”. OC provides oversight of squadron compliance, training, resources, accountability and analysis. OC contains the Compliance and Analysis (LGLOC), Squadron Training (LGLOT), Resource Management (LGLOR), and Functional Systems Management (LGLOS) sections.

Compliance and Analysis

A

Compliance and Analysis measures the LRS processes through inventory analysis, surveillance, trends and standards, develops and writes local policy/procedures and performs “over the shoulder” inspections augmented by all LRS career fields.

Squadron Training

A

Key duties include administering the on-the-job training (OJT) program, managing qualification training, overseeing proficiency training (upgrade), managing training records, and maintaining the Weighted Airman Promotion System (WAPS) reference library. Manages career development course (CDC) materials for all assigned personnel.

Squadron Superintendent

A

The duties of the Squadron Superintendent are to coordinate with functional experts, develop enlisted force strategies, maintain a working knowledge of functional manpower requirements, manning levels, and work with respective flight leadership to address staffing concerns. Advises the squadron training manager to ensure the effectiveness of the squadron enlisted on-the-job training programs. Organizations without a Squadron Superintendent, will assign the above duties to the Operations Officer.

Plans & Integration

A

Plans & Integration help provides wing-level management of AEF, UTC, Expeditionary Site Plans, Installation Deployment Plan (IDP), Deployment Training, Deployment Control Center (DCC), Reception Control Center (RCC), and core elements of an Installation Deployment Readiness Cell (IDRC). This element also provides management oversight of the wing’s War Reserve Material (WRM) and Support Agreements programs.

Small Air Terminal & Pax Movement

A

is made up of two elements; the Passenger Movement Element (LGRDAP) and Small Air Terminal Operations Element (LGRDAS). The Small Air Terminal & Passenger Movement Section manages wing passenger movement functions and provides core transportation expertise to the Installation Deployment Officer (IDO). This section also conducts a wing training program that includes cargo deployment function/personnel deployment function (CDF/PDF) augmentee training, and unit cargo preparation training.

Flight Service Center supports maintenance by providing control of all items requiring repair or replacement.

Vehicle Management Flight

A

is the single authority and source for maintenance and management of the wing’s government motor vehicle fleet and assigns, accounts for, and maintains vehicle assets so they are safe, efficient, and environmentally sound in order to meet the wing’s needs. LGRV is made up of six sections: Customer Service Center (CSC) (LGRVC), Multipurpose Maintenance (LGRVM), Fire Truck Maintenance (LGRVF), Material Handling Equipment Maintenance (LGRVH), Material Control (LGRVMC) and Vehicle Management and Analysis Section (LGRVA).

Customer Service Center LGRV
The CSC is responsible for providing mobile maintenance, minor maintenance, and incoming vehicle inspections. The CSC is the primary point of contact (POC) between vehicle users and vehicle management. CSC technicians debrief the operator and perform incoming vehicle inspections for the purpose of determining maintenance requirements.

Multipurpose Maintenance
is responsible for providing maintenance of the general and special purpose vehicle fleet.

Fire Truck Maintenance
is responsible for providing the maintenance of fire response vehicles to include coordination of annual pump tests.

Material Handling Equipment (MHE/463L) Maintenance
is responsible for providing the maintenance of material handling vehicles.

Material Control LGRM
is responsible for parts procurement, tool/shop equipment accountability in support of the flight. Material Control also manages bench stock, working stock, and residue.

Vehicle Management and Analysis Section
ensures the efficient and economical operation of the base vehicle fleet by scheduling, controlling maintenance production, ensuring accurate data collection and analyzing the Defense Property Accountability System (DPAS) products. Also, performing fleet management duties and developing local retrievals to obtain specific data for the vehicle management production meetings, vehicle buy programs and vehicle control function duties.

Fuels Management Flight
The Fuels Management Flight is responsible for ensuring that quality petroleum products, cryogenic fluids and missile propellants are acquired or produced and issued safely and efficiently to using organizations. LGRF is made up of three sections: Fuels Operations Section (LGRFO), Fuels Information Service Center (LGRFI), and Compliance & Environmental Section (LGRFE).

Fuels Operations Section
The Fuels Operations Section is made up of three elements: Distribution (LGRFOD), Cryogenics Production and Bulk Storage (LGRFOC). LGRFO supervises the distribution, facilities, cryogenic and propellants storage functions. Also, provides the proper security, storage and operator maintenance of assigned equipment and submits requests for facility and equipment changes. Manages assigned vehicles and establishes product rotation procedures for all assigned fuel facilities.

Fuels Information Service Center
The Fuels Information Service Center is made up of four elements: Resource Control Center (LGRFIR), Fuels Automated System (FAS) Administration (LGRFIF), Fuels Laboratory (LGRFIL), and Support (LGRFIS). LGRFI is responsible for the daily management of fuels resources, providing support, accounting and laboratory analysis of fuel and cryogenic products. Also, ensures the fuels management account meets requirements established in Defense Energy Support Center (DESC) guidance.

Compliance & Environmental Section
The Compliance & Environmental Section manages the inspection function by performing internal and external evaluations. LGRFE is the squadron POC for the spill prevention and containment program to include spot check evaluations to ensure safety of fuels operation on and off the flightline. Also, ensures that fuels operations are in compliance with all applicable environmental laws.

Readiness Honed IN Operations (RHINO)
The RHINO program is designed to organize, train, and equip Total Force Ground Transportation agile combat support forces to meet wartime and contingency requirements. RHINO consists of readiness reporting, Home Station Training, and planning functions. Specific RHINO requirements are found in AF Qualification Training Package 24-3-600, Ground Transportation Home Station Training. RHINO assists in development of the in-garrison expeditionary site plan, disaster preparedness plans, non-combatant evacuation (NEO) plans, support agreements, and memorandums of understanding and agreement (MOU/A). Effective Home Station Training is critical to providing fully qualified Ground Transportation personnel capable of accomplishing Ground Transportation home station and deployed responsibilities. Home Station Training is designed to challenge you and your trainees to improve your/their individual and team capabilities for home station and contingency operations; this is critical to mission readiness!
