Plan by Lincoln to make reconstruction as fast and lenient as possible. Ten percent of the southern white population takes iron clad oath to union. Plan to redraw constitution,and denounce secession. If south accepted emancipation they’d be re admitted to union under presidential authority
10% plan
A bill proposed for reconstruction in south written by radical republicans Benjamin Wad and Henry Davis. Contrast to ten percent last this made made union read mittened do former confederate offices in states unlikely. They had to take ironclad oath, banned slavery.

Three bills passed by Congress between 1870 and 1871. Protected African Americans rights to vote, hold office, serve on juries, receive equal protection of the law.
Enforcement acts
In return for South’s support and guarantees of black rights, Hayes agreed to four terms:
1. Wouldn’t run for second term
2. Remove troops from SC, La, FL
3. Fairly appoint a Southerners in govt.
4. Spend funds for internal improvements

Compromise of 1877
Northerners who moved to South after civil war and supported the Republicans. Moved south to take advantage of chaos after war.
Carpetbaggers
Unofficial laws, takes Blacks liberties away. Required to sign labor contracts with slave like conditions. No interracial marriages.
Black Codes
A fraction of American politicians writhing the Republican Party form about 1854-1877. During its formation in 1850s a lot of people join. Not publicly committed to abolition of slavery prior to war.
Radical republicans
17th president- 1865 to 1869. Became president because he was Vice President at the time of Lincoln’s assassination. Came to office as Civil War ends. Term ended early because he resigned, because he was going to get impeached.
Andrew Johnson (Democrat)
White southern republicans who thought that whites should recognize blacks’ civil and political rights while still remaining in control of political and economic life. The majority of then ep were non slaveholding small farmers, merchants, artisans, other professionals loyal to Union during civil war.

Initiated by Lincoln, established in 1865, intended to last a year. Made to free ex-slaves in the south and aid former slaves with legal food, housing lever sight, education, Health care, employment contracts with private land owner.
Small fed govt., limiting aa’s rights. Reduced state budgets, cut social programs and funding for education. Wanted to undo everything from Reconstruction. Didn’t like the way republicans did things.

Scandal- illegal act by a finance company, had to do with railroad industry. Damaged careers of politicians, and loss of millions of dollars.
