What were they hoping to ban for Quebec gov’t employees and what would they still allow?
Hijabs, Turbans, Jewish hats, Large crosses would be illegal, only small symbols would be allowed (Rings, earrings, small necklaces)

We still debate the very meaning of human rights, there is nothing neutral or concrete about it
What do Rights have the potential to do?
- empower those who lack power in our society – they can defend themselves and demand equality
- has the potential to constrain those with power because it highlights or reveals the hierarchies
- We may disagree on how to protect and what human rights are, but we all agree they are necessary and legitimate
Who are Human Rights particularly effective for?
those who don’t have power – ex. Gay Rights Movement, few other movements have appropriated human rights so successfully – framed their argument as “This is a human rights violation” allowing them to successfully be accepted
