A

the wake of democracy caused by the french revolution put britain into a very conservative attitude. Whigs and Tories were initially afraid that public vote could be dangerous and could threaten british power. Therefore, with the First Reform Bill, they decided to exclude the working classes from the vote and to limit the power of the merchantilist middle classes
