1) The incident is SERIOUS (fatal, serious injury, crash, suicide, traumatic event, violent offences greater than common assault/dishonesty offences
2) the victim is SIGNIFICANTLY AFFECTED by the incident
3) the victim is likely to be involved with the JUSTICE SYSTEM for an extended period
