Section 4 Victims Rights Act 2002
- Person against whom an offence is committed by another persons.
- Persons who through means of another person committing an offence suffers physical injury, loss of property or damage to property.
- Parent or legal guarding or a CYP who falls in to points above, unless parent or guarding is charged or convicted.
- Member of the immediate family of a person who as a result of an offence committed by another person, dies or is incapable, unless that family member is charged or convicted.

Treat Victims with courtesy and compassion and respect the Victim’s dignity and privacy
Section 8 Victims Rights Act 2002
A Victim or family member of a Victim have access to service for welfare, health, counselling, medical or legal needs.

Section 29 Victims Rights Act 2002 specified offence
Applies to Sec 30 - 48
- A sexual offence
- Serious assault
- An offence that resulted in serious injury to a person, or the death of a person, or person becoming incapable.
- The Victim having ongoing fears on reasonable grounds for his/her safety or of their immediate family.
Section 30 Victims Rights Act 2002
Victims Views on bail of person accused of offence.
Prosecutor must make all reasonable efforts to ascertain any views about the offender being released on bail and inform the courts.
Section 31 Victims Rights Act 2002
Police to give information about Victims rights re representatives. The Victim is entitled to have a support person receive information on their behalf.
Section 34 Victims Rights Act 2002
Notice of release on bail of accused or offender
- Until the hear or proceeding
- During an adjournment
- Until sentencing
- Until determination of an appeal against conviction or sentence.
Section 51 Victims Rights Act 2002
Return property held as evidence (other than the offenders) as soon as practicable after it is no longer required for evidence.
What is Victim Focus
Is about reducing repeat Victimisation by improving our services to Victims of crime and adjusting out response to better meet their needs.
This will range from giving crime prevention advice to first time Victims, right though to a more formalised plan to deal with high risk repeat Victims.
Victim History Scorecard
Calculated score (on NIA) of the person based on factors and measures such as seriousness of offences, number of offences, offender recidivism, and repeat crime types.
Level of Victimisation over a 12 month period indicated by a traffic light score (Green, Amber, Red)
Victim History Scorecard traffic light system
Green - Low level Victimisation or near the end of the 12 month Victim history.
Amber- Repeat Victimisation or single serious Victimisation (Burglary).
Red - Serious Victimisation and/or high risk repeat Victimisation
What is the Graduated Response Model (GRM)
The GRM determines the Police’s level of response (bronze, silver and gold) the Victim may receive and defines Police responsive with Victims.
What is the Victim Notification System (VNS or VNR)
The VNS/VNR is the process set up by agencies to notify the Victim about bail, release, escapes, and death of the Defendant or offender. Specified offences only -sec 29
